This page carries the rates EEM, ARM, the regional government and the tax authority published for 2026, each one linked to the document it came out of — not a summary of the document, and not a figure carried over from somewhere else. The headline that falls out of the documents is not the cheerful one. Madeira is cheap on tax and expensive on electricity, and the second half of that sentence is the half that changes a budget.

Electricity is where the promise breaks

Madeira has one electricity supplier. EEM is the supplier of last resort for the island and there is no liberalised retail market to shop around in, so the tariff is simply the tariff. ERSE sets it and EEM publishes it.

The comparison is not clean, and it does not favour Madeira

The American figure is revenue per unit sold, so it already has the fixed customer charge folded into it. EEM bills the standing charge separately, at €0.3648/day, source: EEM, 2026, read August 26, 2026 a day on a common domestic contracted power. Adding that back in moves Madeira up the table, not down.

Those three figures are in three currencies and they are set beside each other rather than converted, because this site publishes no exchange rate and an unsourced conversion would be the weakest number on the page. The point is the order of magnitude: Madeira is in the same range as northern Europe, not at a fraction of it.

The standing charge is the part people miss, because it is set by contracted power rather than by anything used. A household that burns nothing at all still pays it every day of the month, and a house whose previous owner ran a workshop in the garage may be sitting on a contracted power nobody needs. How contracted power sets the standing charge is the detail to settle before signing.

One caveat on every electricity figure here. The EEM tariff sheet states no IVA treatment on its face. Regulated tariffs are conventionally published before IVA, and that is how these are read, but the sheet itself does not say so.

Water depends entirely on which council bills the house

ARM runs the island's bulk water system, and it bills households directly only in the municipalities that joined its retail arrangement: Câmara de Lobos, Machico, Ribeira Brava, Santana and Porto Santo. Funchal is not on that list. Funchal households are billed by the câmara municipal under its own table of municipal charges, and so are the municipalities that stayed out.

Wastewater and waste are charged on top of that, and waste is billed on metered water volume rather than on anything to do with waste. Above the second block the water rate rises again in July, August and September.

Funchal's tariff is missing here on purpose

The council publishes it inside a document whose links could not be resolved, so this site does not have it. Pasting ARM's blocks over a Funchal address to fill the hole would produce a number that looks authoritative and is not one. The calculator drops the water line for Funchal and prints the reason where the figure would have been.

Fuel has a ceiling, and it moves every Monday

Madeira does not take the mainland pump price. The regional government fixes a maximum retail price per litre by joint despatch of two secretariats and reissues it weekly, with a new ceiling taking effect at midnight on Monday. A station may sell below the ceiling and never above it.

Both rose that Monday, and the rise was attributed to international product quotations rather than to any change in tax. Any Madeira fuel figure older than seven days is a historical fact rather than a price, which is why this one carries its week on the front of it.

Food, and the sample size nobody quotes

The regional government tracks a basket of essential food items and publishes the total every month. For August 2026 it came to €77.57, source: Diário de Notícias da Madeira, August 2026, read August 26, 2026, down on July, with meat driving most of the fall.

That number is worth having and it is not the cost of feeding a household. The publishing body says as much itself: the basket is recorded by hand at two reference shops in Funchal, the exercise is described as an initial phase, and the values are stated to reflect the sample rather than the region. Two shops in one city is not an island. The regional statistics office publishes a proper consumer price index for Madeira, but an index measures movement, not a shopping bill.

No itemised grocery prices appear anywhere on this site, because none were read at a shop.

Where Madeira is genuinely cheap

Income tax is the real discount, and it is structural rather than a scheme with an expiry date on it. Madeira substitutes its own rate table for the national one, and from January 2026 the full permitted differential runs across every bracket. Madeiran councils are reported to sit at the bottom of the range; that distribution was read at a finance title rather than at the councils themselves, so it is stated here as a report and not as a rule. The gap between rateable value and purchase price is the thing that gets conflated most often.

The car is a mixed picture

The annual circulation tax is national, with no regional variation at all. What is not on this page

There is no rent here, no mortgage, no food beyond the basket above, no health insurance and no school fees. None of those are published rates. They are quotes, and a quote belongs to the person who got it.

Wages are the other half of any cost-of-living claim, and those are published. Comparing Funchal prices with London prices and concluding that the island is cheap leaves out the fact that the island's own floor wage is buying the same imported goods. That is the argument in one line: the costs here are European and the incomes are not, and the two arrive together.

The Funchal tariff could not be retrieved, so it is not on this site and the calculator leaves the water line out rather than borrowing another municipality's blocks.

Does the Madeira income tax reduction apply to anyone who moves there?

It applies to people who are tax-resident in the Região Autónoma da Madeira in the year in question. It is a regional rate table rather than an incentive scheme with an application form, so there is nothing to opt into. How the regional table works sets out the brackets.

What does this page deliberately leave out?

Rent, mortgage payments, groceries beyond the regional government's own basket, insurance and school fees. None of those has a published rate. Every figure on this page links to the body that published it, and anything that could not be sourced that way was cut instead of estimated.
