Two things arrive by sea when a household moves to Madeira: the car and everything else. They are governed by two different customs regimes, and only one of them is documented on this page.

The vehicle exemption on a change of residence is set out below with its conditions and its two twelve-month clocks. The household-goods relief, bagagem de mudança, was not established at a primary source for this guide, so it is named as a gap rather than filled in with plausible detail. A page that describes a car and admits it cannot yet describe a container is more use than one that describes both and is right about one.

The exemption exists, and it is tied to residence, not to purchase

Vehicles owned by persons over eighteen who transfer their normal residence from an EU Member State or a third country to Portuguese territory are exempt from Imposto sobre Veículos, subject to conditions. The relief attaches to the act of moving. It is not a discount available to anyone importing a car.

ISV is the tax that makes importing a vehicle to Portugal expensive in the ordinary case, which is why this exemption is usually the single largest sum at stake in the logistics of a move.

The conditions, all of which have to hold together

The person must be over eighteen. They must have resided in the other EU Member State or third country for at least six months, source: Autoridade Tributária e Aduaneira, 2026, read August 26, 2026 before the transfer of residence. They must have owned the vehicle in the country of provenance for at least six months, source: Autoridade Tributária e Aduaneira, 2026, read August 26, 2026 before the transfer.

The vehicle must have been acquired under normal taxation conditions in the country of provenance, and must not have benefited from tax relief on export. Buying a car tax-free on the way out and importing it exempt on the way in is precisely what that condition closes off.

The ownership period was reduced from twelve months to six, in line with the reduction of the residence requirement. Older guidance quoting a twelve-month ownership rule is describing the previous position.

Two twelve-month clocks, running in opposite directions

The exemption request must be submitted within twelve months, source: Diário da República, 2026, read August 26, 2026 of the date of transfer of residence to Portugal. That is the deadline for claiming.

Then there is a restriction on the other side of it: the beneficiary may not sell, lend or otherwise dispose of the vehicle within twelve months, source: Diário da República, 2026, read August 26, 2026 of its first registration in Portugal. Doing so makes the full ISV payable.

The practical consequence is that a car brought in under this relief is not a liquid asset for its first year here. Anyone planning to import a vehicle, discover the roads and then sell it should read the restriction before the shipping quote.

Where a mover to Madeira files

The customs offices competent to process the ISV exemption on transfer of residence include the Alfândega do Funchal, which is where a person moving to Madeira files, alongside the Declaração Aduaneira de Veículo. Ponta Delgada serves the Azores.

This is one of the few points in the whole moving process where the archipelago has its own named counterparty rather than a regional branch of a mainland one. It is also the reason mainland relocation checklists send people to the wrong office.

The container is a different regime, and this page does not describe it

Household effects arriving by sea fall under a separate customs relief from the vehicle exemption. It was not researched for this guide, so it is not summarised here, and nothing on this page should be read across to it.

What would have to be established before it belongs on this site: the conditions of the household-goods relief itself, the time limit for the goods to arrive relative to the transfer of residence, the inventory and documentation the customs office requires, and the procedure at the island's commercial port as distinct from the airport. Those are four separate questions and none of them is answered by the vehicle rules above.

What this page could not open

Article 58.º and the conditions attached to it are reported consistently and attributed to the Código do Imposto sobre Veículos and to Autoridade Tributária customs guidance. Neither the consolidated code nor the customs guidance page was opened directly for this guide.

The reduction of the residence and ownership periods to six months is recorded, but the exact amending diploma was not established. That matters if the figures are being relied on to the day rather than to the season, and it is the reason both figures above carry the source they came from rather than a flat assertion.
